Discussion on Budget Execution at the NA Standing Committees

On June 1, at the joint sitting of the RA NA Standing Committees on State and Legal Affairs and Protection of Human Rights and on Financial-Credit and Budgetary Affairs, it was discussed the Annual Report on the RA State Budget Execution for 2017.

The RA Minister of Finance Atom Janjughazyan presented the main means allocated to the state and judicial bodies, the staff of the Human Rights Defender, noting that the RA Law on the State Budget also provides provisions that enable to make changes to the budget during the reporting year and approve the adjusted program indicators.

In 2017, the adjusted program index for the National Assembly was AMD 4 billion 452 million, the actual performance - 99 percent. 4 programs were implemented by the National Assembly; around AMD 75 million was used from the reserve fund.

The adjusted index for the staff of the RA President was AMD 4.63 billion, the actual performance - 4 billion or 86 percent. "Such a performance in the presidential administration is conditioned by the changes that are related to the adequate response to the constitutional amendments”, - said the Minister.

Atom Janjughazyan also presented the adjusted program index for the Armenian Government, which made AMD 18.8 billion, the actual performance - AMD 17.5 billion or 93 percent. According to the Minister, the staff of the Government was responsible for the implementation of 34 projects in the reporting year, external assistance means were included which financed targeted programs, and some resources were also used from the reserve fund.

The maintenance costs for the Constitutional Court were envisaged in the reporting year, which amounted to AMD 596.8 million, the performance was 98.2 percent.

The Ministry of Justice was responsible for 23 budgetary programs in 2017, as well as funds were used from the reserve fund. The budget envisaged an adjusted program index of AMD 4.5 billion, the use of which made 97.74 percent in the case of the Ministry.

"In the case of the Prosecutor's Office, it was planned an adjusted program index of AMD 4,3 billion, the performance of which was 99,7 percent. 8 budgetary programs were implemented, AMD 150 million was allocated from the reserve fund”, - said Finance Minister Atom Janjughazyan.

In the case of the Special Investigation Service, the budget envisaged using AMD 645 million, the actual performance of which was AMD 640 million or 99.2 percent.

"According to the budget of the Control Chamber, now already the Audit Chamber, for the year 2017 the adjusted program index comprised AMD 983 million, with an actual performance of 98.8 percent. 4 budgetary programs have been implemented, and funds have been used as well”, - said Minister of Finance Atom Janjughazyan.

The budget of the RA Judicial Department stipulated AMD 8.9 billion, the actual performance was 98.2 percent, 4 programs were implemented, and AMD 50 million was used from the reserve fund.

The Civil Service Council's budget for the accounting year amounted to about AMD 747 million, the actual use - 92.7 percent, the amount used from the reserve fund – AMD 243 million, for short-term civil servants' salaries, which was envisaged by the state budget.

In the case of the RA Central Electoral Commission, the adjusted index for the reporting year was AMD 4.1 billion, the actual performance - 96.51 percent. 9 projects were implemented, about AMD 324 million was allocated from the reserve fund.

"In the case of AMD 385.8 million allocated for the staff of the Human Rights Defender, the performance was 93.57 percent. 7 budgetary programs have been implemented, the use of extra-budgetary funds has also been carried out, and allocations were made to the Defender’s Office from the reserve fund as well”, - said Atom Janjughazyan.
