Discussion on Procurement Reforms with NGO Representatives

On June 18, the First Deputy Minister of Finance Karen Brutyan met with the representatives of “Union of Builders of Armenia” NGO at the RA Ministry of Finance.

The First Deputy Minister emphasized the importance of NGOs' participation in the procurement reforms.

According to Karen Brutyan, besides being in compliance with the best international practice, our legislation should be adequate to our reality. “The state, as a buyer, first solves its main task - to create value in return for money, on the other hand, it ensures the necessary competition and confidence of the contest participants”, - said the First Deputy Minister.  

Brutyan emphasized that with the understanding of existing issues through public discussions with different stakeholders, changes to the procurement legislation would be made.

Representatives of the "Union of Builders of Armenia" NGO presented the issues they are concerned about in organizing the procurement process. Issues on construction projects evaluation standards, qualification requirements, pricing decisions, technical specifications and other issues were discussed.

An agreement has been reached that NGO representatives complete their proposals on the envisaged amendments and submit them to the Ministry of Finance.
