On June 5, during the discussion of the budget execution at the joint sitting of the Standing Committees on Health Care and Social Affairs and on Financial-Credit and Budgetary Affairs of the RA National Assembly, Minister of Finance Atom Janjughazyan noted that in the 2017 budget execution the “social protection” budgetary classification section had the largest share in the structure of expenditures: the actual use made AMD 409 billion, or the performance was 27.2 percent of the total expenditures. The large share has also predetermined a very high ratio to GDP - 7.3 percent.

According to Atom Janjughazyan, about 5.5 percent of the total expenditures was directed to the sphere of healthcare, which actually made AMD 83 billion or 1.5 percent of GDP.

“In the case of the Ministry of Labour and Social Affairs, 71 programs were planned to be implemented in 2017, and resources were allocated from the reserve fund. The peculiarity here is that although the Service functions directly in the Ministry, the budget law has set separate budgetary funds for the Ministry and the Service”, - said the Minister and added that the funds allocated for the Ministry made AMD 11.8 billion or the performance was 91.73 percent. The Service implemented 33 programs, with a significant share of expenses carried out by the Service: AMD 348 billion was envisaged, the performance was 99.78 percent. “Funds from the reserve fund have been allocated as well, additionally or through redistribution”, - said Janjughazyan.

The Ministry of Healthcare implemented 64 programs in 2017, and funds were allocated from the reserve fund. The adjusted program index amounted to AMD 83.2 billion, and the performance was 97.3 percent.

The performance budget for the spheres of science, education, culture, sports and youth of the reporting year was also presented.

According to Minister Atom Janjughazyan, the adjusted program index for the budgetary classification of education made AMD 124.8 billion, the performance - 99.64 percent. Budgetary funds allocated to education amounted to 8.27 percent of total expenditures or 2.23 percent of GDP.

The adjusted program index for the Ministry of Education and Science was AMD 42.7 billion, the performance made 97.06 percent, 72 projects were implemented, resources were allocated from the reserve fund.

For the sphere of science, about AMD 14.2 billion of adjusted program indicator was envisaged, the performance of which made 99 percent or AMD 14.1 billion. The State Committee of Science of the Ministry of Education and Science was allocated with AMD 13.3 billion by the adjusted program, which was used by 99 percent; funds were allocated from the reserve fund as well.

The adjusted program index for the Ministry of Culture was AMD 12.6 billion, 45 programs were implemented, funds were provided from the reserve fund, and the actual performance was 99.33 percent.

In the reporting year, the Ministry of Sport and Youth Affairs was envisaged to be provided with AMD 5.7 billion, the actual performance made about 99 percent or AMD 5.6 billion; 39 programs were implemented, and resources from the reserve fund were used.

“For the National Commission on Television and Radio it was planned to have an adjusted program index of AMD 267 million according to the 2017 budget, which was used for the implementation of maintenance costs, and the actual performance was 96.8 percent or AMD 259 million “, - said Finance Minister Atom Janjughazyan.

The Armenian Public Television and Radio Company was allocated with AMD 6.6 billion by the adjusted program in the reporting year, the actual use was 99.9 percent or AMD 6.54 million, 11 programs were implemented, and there were allocations from the reserve fund as well.
