Khachatur Karchikyan (1882-1918) was born is Ejmiatsin. He was a lawyer, public-state and national-political figure. He graduated from the Gevorgyan Theological Seminary, then St. Petersburg Law School. He was a member of the Armenian Revolutionary Federation (Dashnaktsutyun), an active participant and organizer of the volunteer movement, a member of the Executive Committee under the National Bureau, a member of the Pan-Armenian Congress (IX-X 1917), a member of the newly elected National Council. As a member of the Constituent Assembly, he entered the Seim, holding the position of the Minister of Finance; the Transcaucasian bon (a monetary unit) bore his signature. He lost his reputation after the fall of Kars (April 1918, by the Government Decree of Chkhenkeli). After the declaration of independence of Armenia, Karchikyan moved to Yerevan. He was the Minister of Finance, afterwards – the Minister of Guardianship of Hovhannes Kajaznuni’s Government. He was killed in his office by Yegar Ter-Minasyan by reason of treacherously surrendering Kars to the Turks.
