Today the RA National Assembly discussed in the first reading the Draft Law on Making Amendments and Addendum to the Law on the RA State Budget for 2020.
It should be noted that according to the Law on the Legal Regime of Martial Law, the Government submits a draft law on making amendments and addenda to the current year's state budget to the RA National Assembly no later than within 10 days after declaring martial law.
Presenting the document, the RA Minister of Finance Atom Janjughazyan detailed that the proposed draft envisages additional AMD 40 billion of expenses, gives an opportunity to the Government to make changes in the expenditures and deficit financing annexes.
The draft is aimed at preventing the imminent danger of an armed attack on Armenia by creating the most favourable conditions for the mobilization of the RA Armed Forces and the economy, and ensuring the protection of people's lives and safety under martial law.
The regulations proposed by the draft will apply to relations arising after September 27, 2020.
There should be a break of at least 7 hours in the course of discussing the Draft Law on Making Amendments and Addendum to the Law on the RA State Budget for 2020 at this stage.
The work of the NA special sitting will continue on October 7.
