The Ministry acquires property and personal non-property rights, as well as other civil-legal responsibilities and exercises them through the Secretary General.
The Secretary General is responsible for the organization of the implementation of the powers of the Ministry, personnel management, implementation of financial and economic functions, and participation in civil-legal relations in accordance with the procedure established by the legislation of the Republic of Armenia.
Supporting professional structural subdivisions are directly accountable to the Secretary General.
The Secretary General bears property liability for damage caused to the state through his own fault in accordance with the law.
The Secretary General:
1) without a power of attorney, within the limits provided for in part 1 of Article 12 of the Law of the Republic of Armenia "On Regulation of Administrative Legal Relations", acts on behalf of the Republic of Armenia, represents its interests, concludes transactions, gives power of attorney on issues within his competence;
2) manages the state property attached to the Ministry, including financial means, in accordance with the procedure established by law, other legal acts and the charter;
3) in cases provided by law, appoints and dismisses the relevant employees of the Ministry, applies incentives to them and imposes disciplinary sanctions;
4) presents the annual balance of the Ministry to the Minister;
5) submits proposals to the Minister on organizational issues of the work of the structural subdivisions of the Ministry;
6) submits to the Minister reports on the activities of the supporting professional structural subdivisions; information on the other subdivisions within the limits of his competence, and also a report in the cases envisaged by the legislation of the Republic of Armenia;
7) within the limits of his coordination powers, cooperates with the Deputy Minister, other bodies and organizations;
8) within the limits of his coordination powers, transmits the instructions of the Minister to the structural subdivisions of the Ministry, subordinate bodies, organizations, institutions, or gives instructions within the limits of his coordination powers; exercises control over their implementation, informing the Minister about the results;
9) if necessary, seals the documents prepared by the structural subdivisions, as well as those prepared on behalf of himself, the Minister or the Deputy Minister, unless otherwise provided by law;
10) in cases provided by law, adopts individual orders, gives instructions.
