The Discussions of the Annual Report on the Execution of the RA State Budget for 2017 Continued at the National Assembly

On June 4, the joint sitting of the Standing Committees on Defense and Security and Financial-Credit and Budgetary Affairs launched at the National Assembly where the annual report on state budget for 2017 was discussed.

The main rapporteur Atom Janjughazyan, the RA Minister of Finance, informed that three groups of factors influenced the change in the envisaged budget program indicator in the reporting year. These are the turnover of extra-budgetary accounts, the implementation of the operations defined by the provisions of the Law on the State Budget without any restrictions and their reflection in the expenditure and revenue parts as well as the changes made within the scope of the Government's authorities.

According to Atom Janjughazyan, the 2017 state budget provided AMD 12 billion to the RA Ministry of Emergency Situations; the performance was 99.12 percent or AMD 11.9 billion. 17 budget programs were implemented; resources were used from the reserve fund.

"The basic costs were spent for the Emergency Ministry's Rescue Service, AMD 8.6 billion or 99.81 percent of the program index was used. The funds for the Seismic Protection Service were used for 100 percent, which amounted to about AMD 796 million”, - said the Minister.

The Minister of Finance noted that in 2017 the program index for the Police was AMD 42.2 billion, which later was adjusted and made AMD 63.6 billion due to the inclusion of extra-budgetary funds circulations by the law.

The actual performance of the RA Police made 98.41 percent or AMD 62.6 billion; 19 budgetary programs were implemented. The basic costs were covered by the budgetary classification departments of public order, security and judicial activity: the annual adjusted index was AMD 61.6 billion, the performance - 98.37 percent or AMD 60.6 billion.

The adjusted program of the RA National Security Service defined by the 2017 budget was AMD 20.3 billion, which was executed by 98.52 percent. According to Finance Minister Atom Janjughazyan, about AMD 19.97 billion or 98.6 percent of this amount was used for the "national security" budgetary classification line. The adjusted program index of the State Protection Service was executed by 99.8 percent, or the performance was AMD 2.8 billion.

During the discussion the responsible persons for each sphere presented also touched upon the implemented programs and recorded performances, followed by a question-and-answer session.
