The Discussions of the State Budget Execution for 2017 Continued

On May 31, during the discussion of the state budget execution for 2017 at the National Assembly, the Minister of Finance Atom Janjughazyan presented the report and noted that in the program part of the state budget for 2017 it is envisaged to implement 20 projects at the expense of credit means in the sphere of European integration.

According to the Minister, during the year the number of these programs has been adjusted and has become 14, but the actual means were only used in terms of 9 credit programs.

“In general, the loan amount was AMD 31.6 billion, of which 28.9 billion was used. It is about the programs which costs are set by an agreement ratified by the NA, and the performance of grants is explained by the degree of implementation of those programs. One of the largest projects is the sum of the Vanadzor-Alaverdi-Georgia border (M-6), which was used in the amount of AMD 8.9 billion or the adjusted program was executed by 100 percent. The next significant program is credit funds from France for the construction of the Vedi reservoir where the expenditures comprised AMD 13.1 billion, or the specified program was fully implemented”, - said Janjughazyan.

According to the Minister of Finance, there are two groups of grant programs: targeted grants which are connected with the implementation of specific programs and are based on the degree of implementation of these programs; and non-targeted or budget support grants, which are provided according to agreements, due to certain measures.

In 2017, AMD 8.5 billion was allocated to the RA Ministry of Agriculture, the adjusted index was AMD 9.8 billion, and the performance was about 94.13 percent. 18 projects were implemented, reserve fund were also used. The main allocations were in the economic relations and budget classification section.

In the case of the RA Ministry of Nature Protection the adjusted index for the reporting year made AMD 4.2 billion, the performance - 81.13 percent or AMD 3.4 billion. 26 projects were implemented; AMD 30.5 million was used from the reserve fund.

In the case of local self-government bodies, marz administrations, most of the allocations were related to education, economic relations, culture, social sector, and in some cases allocations from the reserve fund also occurred.

The adjusted index of the Aragatsotn regional administration made AMD 6.1 billion, the performance - 98.64 percent.

In the case of the Ararat regional administration, the adjusted index for the accounting year made AMD 8.3 billion, the performance - 96.53 percent.

The adjusted index of the Armavir marz amounted to AMD 8.9 billion, the performance was 98.96 percent or AMD 8.8 billion.

The adjusted indicator of the Gegharkunik marz administration made AMD 8.5 billion in the reporting year and the performance was around 99 percent.

AMD 8.8 billion was allocated to the Lori marz and the performance was 98.53 percent.

In the case of the Kotayk regional administration the allocation comprised AMD 7.5 billion; the performance was 99.6 percent during 2017.

The adjusted indicator of the Shirak marz administration made AMD 9.6 billion in the accounting year, performance was around 99 percent, and the performance of Syunik and Tavush marzes was AMD 5.9 billion or 99 percent and AMD 5.5 billion or 96 percent, respectively.

"The Ministry of Territorial Administration and Development has implemented 13 programs in 2017 and has been provided with financing from the reserve fund. In fact, AMD 2.5 billion was allocated and the performance in this case was considerably low due to the programs implemented with external support”, - said Minister of Finance Atom Janjughazyan.
