An event aimed at introducing the RA Government Debt Management Loan Program for 2018 and the results of the technical assistance to increase the government debt management efficiency by the EU Delegation to Armenia was held at the RA Ministry of Finance which was attended by the RA Minister of Finance Vardan Aramyan.
Representatives from the EU Delegation to Armenia and other international financial organizations were also present at the event.
The RA Minister of Finance Vardan Aramyan noted that during this year the Ministry tried to make the legislation regulating public debt more accurate and effective in order to stabilize debt market and to improve its management mechanisms. “We should state that in the region, among the countries of both the CIS and Eastern Europe we are in a quite good position in terms of debt management”, - said the Minister.
Within the framework of “Loan Program for 2018” report, the RA state budget deficit financing sources, the toolset of budget deficit financing from internal sources, data on new benchmark securities issuance planned in 2018 and on the operations envisaged by government treasury securities, the structure of government treasury securities in 2017, as well as operations in terms of external loans, the structure of new loans in terms of credits and the RA Government debt repayment schedule were presented.
In “Support to the Public Debt Management Department of the RA Ministry of Finance” report, it was touched upon organization and requirements of the technical assistance by the EU delegation to Armenia; the results of program implementation. The components of the technical assistance requirements are as follows: review of the legal field of public debt management operations, development of internal debt market, capacity building of an average office.
