From August 28, the regular training-courses on “The Procedure of Public Procurements, New Legal Regulations” organized for the procurement procedure coordinators of state organizations have been relaunched.
The objective of the training is to introduce to the procurement coordinators the key amendments made by the new procurement legislation, the carried out reforms.
On the first day of the training, the participants were presented the new legal framework, in particular, the criteria for procurement preparing, participation right and qualification; the conditions of procurement procedures application.
On the second day of the training, the details of online procurements planning and contracts management were presented with practical examples; as well as the peculiarities of the electronic system of procurements accountability. The procurement coordinators were also shown the registration in armeps.am system of e-procurements, the proclamation of procurement procedure via the system, the receipt of applications, its opening, assessment; clarifications of the issues raised by the participants were given.
The training-courses implemented by the RA Ministry of Finance are aimed at increasing the transparency and publicity of procurement procedures, therefore also the level of control by the society; at restricting the subjective decision-making during the procurement procedures and the choice of not the best proposal. More than 1000 specialists will take part in the trainings organized by the RA Ministry of Finance till the end of the year. The trainings are being conducted with the support of and at the expense of the German Federal Enterprise for International Cooperation (GIZ).
